Short Biography of CEO (Secretary), Md. Hafizur Rahman was born in Barguna in 1965. He joined Bangladesh civil service in 1991 and had 33 years of experience in the civil service. During this journey, he worked in different ministries/divisions and the field administration in varied capacities. Currently, as the secretary to the government of the People’s Republic of Bangladesh, he serves as the Chief Executive Officer of the Public Private Partnership Authority under the Chief Advisor’s Office. As a senior civil servant, he worked in key policymaking positions in 9 different ministries which include the Ministry of Commerce, the Ministry of Finance, the Ministry of Public Administration, and the Ministry of Health and Family Welfare (MOHFW). His job responsibilities included public financial management, human resource management, policy formulation, project implementation, and advocacy and negotiation. He led numerous initiatives on policymaking and made important contributions in formulating Bangladesh’s health policy 2011, Hajj policy 2000, 2001, 2016, and 2017, export policy 2021-24, import policy order 2021-24, Trade Organization Act, 2022, Companies Act 2022. He also served as a member of the board of directors of House Building Finance Corporation, National Tea Company, and Jibon Bima Corporation. Besides, he made significant contribution in health care financing and health expenditure tracking initiatives of the MOHFW. He was the first director of Shastho Suroksha Karmasuchi (SSK) which is a public funded health protection scheme aiming to achieve Universal Health Coverage (UHC) in Bangladesh. He also led the formulation of the implementation plan of the ‘Health Care Financing Strategy 2012-2032’ of the MOHFW, and the UHC monitoring tool of the country. Implementation of SSK strengthened his policy expertise and deepened his insights regarding both GO-NGO dynamics and effective collaboration with the private sector. Additionally, as the Director General of Trade Organization, he played an important role to strengthen the institutional capacity of trade bodies. Md. Hafizur Rahman possesses passionate interest in building the nation. He is keenly interested to involve himself in reform related issues that catalyze national progress and development and build Bangladesh’s image through establishing justice, good governance, transparency, and accountability in civil administration.
